Ruth Davidson, the Scottish Conservative leader, is to spearhead her party’s plans to try to win back the youth vote throughout Britain. Ms Davidson will join Michael Gove, the environment secretary, in a new Tory think tank called Onward, which aims to develop ideas to attract the under-45s, many of whom have deserted the party.
