The balance of spending in local areas between national, regional, and local government differs between regions – with higher net fiscal transfers in the Midlands and the North meaning that a greater proportion of spending decisions are made from Whitehall. London councils and the Mayor of London together control about 43% of capital investment for infrastructure and housing projects, whereas across the Midlands and the North these governments each control only around 25%.
