Total capital investment in Low Carbon and Renewable Energy Economy (LCREE)
sectors (as defined by the Office for National Statistics) totalled £44 billion since 2014,
equivalent to around £7.3 billion a year to 2019.6 Nearly half of this investment since
2014 (£19.1 billion) has been directed towards offshore and onshore wind. This total investment is considerably lower than the sum likely to be needed. The Climate Change Committee has argued that “low carbon investment must scale up to £50 billion each year to deliver net zero”.
Total investment in net zero sectors is dominated by the power sector, primarily Wind, Solar and Bioenergy.
