Phoebe is a Policy Researcher at HM Treasury. She was a Researcher on the Social Fabric programme. She joined Onward in June 2022 to work on the Getting to Zero programme and has assisted on various research projects including Onward’s Emergency Response to the Energy Crisis.

She graduated from the University of Cambridge in 2021 with a Bachelor’s degree in geography, and then gained a Master’s degree in Social Anthropology from SOAS University of London.
